In some instances it might be, but the correct answer with no other context is the continuous.

The focus of the exercise is to get the learner to choose one or the other. The 'correct' answer in the sense of what the writer wants you to choose, is the present continuous.

It isn't a very well made exercise, because of the lack of context.

That's not what I meant by the focus of the exercise or what you refer to as "the sense of what the writer wants you to choose". Obviously, the focus is present continuous. And the context would most probably have preceded the exercise.
