Why does the word "apology" use the plural? Does the writer leave a subject out?

Newcastle 3-3 Man City

The omitting word might be "the speaker appologes if anyone..."

The omitting omitted words might be "the speaker appologes apologises if anyone..."
Make sure you spot the difference between "apologies" (plural of the noun "apology") and "apologises" (third person singular form of the verb "apologise").
