An itinerary __ to the passengers in advance before they arrive in Çorum.

A) was sent
B) will be sent
C) has been sent
D) had sent
E) will send

My answer is A. Key depicts B. An itinary could be send to a passenger in advance before he or she arrive in Çorum, so this logic is acceptable I think. Is it uncorrect? Thanks in advance.
 
A) would be correct with 'before they arrived'. As it stands, only B) is correct.
