Which words in the following headlines have ambiguity? And would you explain their different meanings?

1) Rare Monkey Eats Carrots and Flies

2) Doctor Administers New Drug Tests

Have you ever seen a flying monkey? (Outside of "The Wizard of Oz.")
 
Would you please explain more?
 
1a. A rare monkey eats two things, carrots and flies.
1b. A rare monkey does two things, it eats carrots and it flies.
