It was raining; we went out though.
It was raining; though we went out.

Are they good, please?
 
The third is not very natural.

You could also say:
It was raining but we went out.

I would avoid using a semicolon unless there is a good reason to use it.

I think it is OK to say 'It was raining but we still went out.'
