I am working like crazy -- still a lot to do around the house. Also signed up for a creative writing course -- don't laugh!
(quoted from Practical English Usage, section 147.3, by Michael Swan)

In the above passage, is the word "signed" a past tense or a past participle?

Signed up for is a verb phrase. It's past tense. It means enrolled in:

- I signed up for a course.

- I enrolled in a course.

What point was Swan making by that example?

It's from a sample informal e-mail.
