Can someone tell me which of the following is correct usage with the word all in this sentence?

All is welcome
All are welcome

All (for "people") is necessarily plural in English, although in the Latin languages there are singular and plural equivalents: "all are ...." is correct, unless you mean a singular equivalent to "everything": all is forgiven.
