[Grammar] agreed to / with / by

Hi,

Question:
1) Should I write “to, with , or by”?
2) Do we have more than 1 correct answer?

Sentence:
My planning is agreed to / with / by my girlfriends.


My opinion:
Usually, agree will be followed by to or with.
However, passive voice will be followed by.

My planning is agreed to my girlfriends. This doesn't make any sense at all.
 
Why, pushing so hard ? Just say that your girlfriend agrees with your plan.

Sometimes I think that some people are more interested in passing English exams than learning English.

Passing exams should be the short term objective .
Learning should be the long term objetcive.

I want to achievement both objectives, so sometimes, I make easy things become difficult things.

Then, as a short time objective;

I want to [STRIKE]achievement[/STRIKE] achieve both objectives

Achievement is the noun form of the verb "achieve"
