Have I made any mistakes?

After dogs bit a few passersby and attacked children in the playgrounds, the city council had decided that all dogs, no matter the breed, had to be muzzled and kept on a lead. The decision caused anger among dog owners, who argue that the majority of them are responsible, but now have to pay the price because of a few who behave irresponsibly, and who should not have dogs in the first place.

I'd probably use "The decision angered [some] dog owners ...". In fact, you could shorten the last part to "The decision angered responsible dog owners who felt they were having to pay the price for irresponsible owners who probably shouldn't even be allowed to have a dog".
 
I would use passers-by.
