A boy failed in ninth Class but wanted to be admitted to class tenth.

Do we need to say "admitted to" or "admitted in" here?

Is it also correct to say "he failed in ninth class" or do we need to say "he failed ninth class"?

I would say he failed ninth class, but let's hear from a speaker of British English.

Use 'into'.
