Can an adjective follow the preposition?

No; not unless a noun follows the adjective.

PS: I'll qualify that. In poetic language it can happen, for example in the movie title "Some Kind of Beautiful."

Is "short" an adjective in "in short"?
 
"In short" is an idiom. The phrase is an adverb. So is, "in brief".
