The translation for "active" goes "performing or working", but I think "active" here means "offensive,positive,or aggressive", What do you think? Can "active" only have the meaning of "performing or working"?

It means here that she is currently officiating in this role (this season, for example, not necessarily right now as we speak). If she has the qualifications to be a referee, but has not been working as such lately, she is not an "active referee".
 
Okay, thanks, then how do you differentiate the meaning "active" of "aggressive or doing one's best" as in "Park Jisung is an active defense player in soccer"?

I don't think "active" means that in that context.
Besides, an active referee, lawyer, teacher, etc. is one who is functioning in that position currently.
