"Acting" or "in-charge"

Should we use the expression "Acting Rector" or "Rector-in-charge" for an official who is taking full responsibilities of a rector while he himself is a pro-rector in rank? Would someone kindly explain to me?

Acting position is normally considered as an interim appointment having all the autheritity, where as in-charge position is purely a temporary arrangement where some one remains in additional charge of another position which becomes vacant due temporary absence of the concerned incumbent.
So if the pro-Rector is not specifically appointed as an acting Rector but discharging its function in the absence of the Rector(who may be on leave), then he should be addressed as Rector in charge.
