Smith Wigglesworth, an english preacher, said : "If a thing is in the Bible, it is so. It is not even to be prayed about; it is to be received and acted upon."

Now, I found the explanation of a phrasal verb "to act upon" is this:To take action because of something like information received

Does that mean that in the given sentence "act upon" means something like "work, act in accordance with the Bible" ? How would you say it in other words?
