[Grammar] Accuse sb + that-clause; Appologise to sb + that-clause

We say:
Accuse somebody of + -ing.

Is it possible to use "that-clause" after "accuse"?
For example:
He accused me that I had stolen his pen.

The same situation with "apologise".
Appologise to somebody for something.

Is it possible to say:
He appologised to me that he had stolen my pen.
