Women's hips move from side to side when they walk. I think you'll get it if you look up synonyms for swing.
 
Everyone's hips move from side to side when they walk! Sometimes, it's more noticeable in a woman's natural walk. Some people (men and women) purposely make the sway more obvious.
 
That is done deliberately. The differences in the structure of the pelvis between men and women mean that a woman's hips will naturally sway more than a man's.
