I want every child to understand that with the great privilege of being a citizen of this nation comes great responsibility.

I want to know which understanding is more correct despite the logic problem:

1-- Great responsibility comes with the great privilege of being a citizen of this nation.

2--The great privilege of being a citizen of this nation comes with great responsibility.

No, it is the other way around.

Let's go back to the original sentence:
I want every child to understand that with the great privilege of being a citizen of this nation comes (with) great responsibility.

The preposition 'with' is put at the beginning of the clause. Does it mean it is moved from where (with) is? And also, what is subject of the clause, privilege or responsibility?
