Does it mean the country will invade its southern neighbors or will be invaded by its southern neighbors?
"the invasion of something" ---does the phrase mean something is invaded? But what about the following example:
"Farmers are struggling to cope with an invasion of slugs."
I am completely puzzled!

They will invade their southern neighbor. The other way around it would be an invasion "by their neighbors."
