Could someone explain what "kissing his hand to me" means?

Yes, it got translated in the hungarian edition as blowing a kiss too, but I couldn't Google another instance of somebody phrasing it like that and it also felt very out of place from the formal, gentleman-like way Dracula treated his guest, so I had my doubts about him suddenly blowing kisses.

Nowadays people are more likely to blow a kiss directly without the hand touching their lips. I imagine that he kissed his hand and waved it at the person.
