Hello, Gaya

In my opinion, "who was in collusion with the con man" is definitely a non-defining adjective/relative clause.

So you need a comma after "Park" and a comma after "man."

*****

Maybe your short synopsis might read something like: "For different motives, a prosecutor and a swindler team up to hunt down an infamous con man they both thought was dead."

P.S. For even more clarity, you could insert "whom" (or "who" in conversational English) after "man."
