The above sentence says that a drum onto which a mooring rope is usually wound shall be installed aboard the ship.

It's part of the translation which I had to make from Polish into English for a workmate of mine.
 
Simpler than 'A drum for winding a mooring rope on' is 'a mooring rope drum', which is a term in use in the seafaring world.
 
I didn't know that, so I took a longer "path".
