No, I don't know what it means yet. Where did you find it? What is the context? Why are you assuming it means anything?Can you give a prime example of a sentence that uses this phrase ?

It means that he considers the language (English, as it happens) to be rich and abundant - in keeping with all the other things he mentions. He is a poet; he appreciates the richness of the language.Dear Raymott,
